You're probably referring to the Falaknuma Palace which is now a grand hotel and restaurant run by Taj and requires prior booking.

Yes there are lawns and shades inside the palace but don't know if u can have picnic inside. Otherwise go there after lunch as there is no restaurant inside or nearby
